if there is excess clear coat we call it oil drops here how do I take care of that to level the height and smooth the affected area

You could just sand that area squirt some paint then shoot some reduced clear on it then sand and buff that area I wouldn’t use a 40 dollar can to fix a small spot
When they did the body work on the Camaro you pointed out the sanded flat spot in the front bumper then you guys painted over it instead of fixing it , black car lol

I think you are right! Back in the 70"s clear coats lasted. In fact they advertised you never need to wax again. I had 2 cars over 14 years and never waxed them. They looked much like the day I bought them when I traded them in. Today I see clear coats cracking with delamination regularly. I also think it is the poorer quality paint that expands in the heat causing the clear coat to crack allowing uv rays to penetrate the paint. Or a paint that expands in the heat and a clear coat that can't.
